DURATION OF CONTRACT: 12 months, renewable

CHILD PROTECTION :

Level 3: the job holder will have contact with children and/or young people That is frequently (eg once a week or more) or intensively (eg four days in a month or more or overnight) because they work on national programs; or visit country programs; or because they are responsible for implementing the police vetting/vetting process personnel.

PURPOSE OF THE ROLE:

As a key member of the regional HR team, you will be the trusted partner of the RO HR Manager. The role is to support regional office human resource management, personnel administration and recruitment in accordance with global and regional policies and procedures.

SCOPE OF ROLE:

Reports to: Regional HR Manager

KEY AREAS OF RESPONSIBILITY:

Participate in the recruitment function of the HR department.

  • Advertising Positions in TALEO
  • Support for the long list of roles assigned by the regional HR manager
  • Contact shortlisted candidates and prepare interview schedules
  • Participate in interviews that will be assigned by the regional HR manager
  • Support reference checks and screening of identified candidates
  • Support in the drafting of contracts for new employees

Onboarding and integration of new staff

  • Ensure that staff orientation and onboarding of new employees is done in a timely manner
  • Ensure global onboarding is done for all new hires
  • Ensure mandatory child protection, fraud and security courses are completed within the first 3 months of joining

RO staff leave management

  • Ensure compliance with regional office leave policy by verifying leave balances and engaging with department heads to ensure leave is utilized

Management and administration of personnel contracts

  • Coordinate staff confirmation and probation reports
  • Support to conduct exit interviews
  • Document exit interview comments and share with regional HR manager

Payroll Consumables

  • work with the finance team on national staff payroll processing

Effort Reports and Oracle

  • Update the HR information system (Oracle) in a timely and accurate manner. This includes setting up new comers, leavers, modifying personal data, updating contract information, entering performance notes, training information, and running reports on a monthly basis.

  • Maintain data accuracy and integrity through timely entry into personal electronic and paper files.

  • Maintain the confidentiality of all candidate and employee records, whether manual or computerized, and ensure that all records are stored securely.

  • Ensure compliance with RO effort reports

  • Ensure high quality of OR data in Oracle

Political systems and procedures

  • WCA region systems focal point, regional and global engagement with relevant teams on systems support
  • First contact for Regional Office and Country Office on Oracle and other HR system media
  • Review regional data and provide training to ensure 100% employed users across national programs.
  • Provide Oracle reports and support country programs in implementing recommendations
  • Perform and monitor global staff transfers to Oracle to ensure compliance
  • Regional Focal Point for Leave Reconciliation

Monthly HR trackers and reporting

  • Update monthly HR trackers and share as requested
  • Support in gathering information for HR reporting as assigned

Perform any other related task that may be assigned

QUALIFICATIONS

  • At least Bachelor’s degree in Human Resources Management
  • Proficiency is an added advantage

EXPERIENCE AND SKILLS

  • Have at least 3 or 5 years of relevant professional experience
  • Experience in the NGO sector will be an advantage
  • Excellent planning, management and coordination skills, with the possibility of a large workload consisting of various tasks and responsibilities
  • Good knowledge of computer skills (Microsoft Office environment)
  • Good communication skills (written and oral)
  • Good knowledge of English and French (written and spoken)
  • High level engagement with teams and ability to maintain confidentiality
