LITTLE ROCK, Ark. – New questions surround what is happening with the Little Rock Police Force after a city human resources investigator accused the chief of targeting and harassing officers.
The investigator claims that Humphrey and two other high-ranking officers from the Little Rock Police Department have been implicated in acts of racial discrimination and retaliation, according to an email obtained by Working 4 You.
Since the posting of that email, Little Rock Mayor Frank Scott Jr., City Manager Bruce Moore and Police Chief Keith Humphrey have declined to comment.
The email was sent by Dr Loretta Cochran, who was hired in December 2020 to investigate allegations of wrongdoing at the police department. Cochran completed her investigation in June 2021 and says she gave her findings to Moore. The city has kept these findings confidential to this day.
Last month, the chief fired Officer David Mattox and accused him of lying.
Cochran’s email was about Mattox’s dismissal, which she described as “a clear indication of racial discrimination, hostile working conditions and retaliation” by Humphrey, Asst. Chief Crystal Haskins and Lieutenant Brittney Gunn.
Mattox attorney Robert Newcomb says the email proves what his client struggled with as he tried to retrieve his badge.
“He felt he hadn’t done anything wrong,” Newcomb said. “Why did the mayor not react? The mayor said he was going to be the most transparent person in the office.
Mattox is currently appealing his termination to the Little Rock Civil Service Commission.
Newcomb is using the email to ask the city to release Cochran’s full investigation and ask why it has remained sealed for months.
“This is relevant evidence and contains relevant evidence on what we are suing for and that is discrimination, retaliation and a hostile work environment,” Newcomb added.
Moore declined to comment, saying it would be “inappropriate” since he is still “reviewing internal files that have been submitted by human resources.”
Meanwhile, Deputy Mayor Lance Hines has said he will not let this go and wants his fellow city council members who have remained silent to speak out.
“I’m going to have a conversation with the city manager and the mayor and ask them what the plans are and give us a timeline, because it’s gone on too long,” Hines said. “We’re going to have to make some of my fellow directors have a little courage and stand up for what’s right.”
Hines is pushing for Humphrey to be put on administrative leave pending the final decision of the mayor and city manager on what was found in the human resources investigation.
