A parliamentary standing committee has noted a massive shortfall in direct recruitment and promotion of Scheduled Castes and Scheduled Tribes to the New Delhi City Council due to the recruitment agency’s failure to nominate a sufficient number of candidates.
The Report of the Scheduled Castes and Scheduled Tribes Welfare Committee on the subject “Reservation and Employment of Scheduled Castes and Scheduled Tribes in New Delhi City Council (NDMC)” which was tabled in Lok Sabha indicates a total of 1,169 SC/ST vacancies is a gross injustice to aspiring and eligible SC/ST candidates in need of livelihood.
“The Committee is further dismayed to find that the NDMC has not devised a concrete strategy regarding the elimination of a massive backlog, even after more than a year after the presentation of the report on the case in which the Committee recommended impromptu action on this, “It said.
The panel reported a massive shortfall in both direct recruitment and promotion of SCs and STs in the Group ‘A’, ‘B’, ‘C’ and ‘D’ job categories.
The committee also said that they wish to reiterate that a special recruitment drive should be conducted immediately to clear the backlog and it is further recommended that the NDMC send constant reminders to the Delhi Subordinate Service Selection Board (DSSSB) in order to speed up the procedure. while emphasizing the need to carry out the special recruitment campaign as a matter of urgency.
The committee also noted that as of December 15 last year, the percentage of SC and ST among the different categories of labor force stood at 31.59 percent and 2.07 percent, respectively.
“Although the percentage of SCs among the workforce is appreciable, the low percentage of ST employees among the various job categories is still a matter of serious concern. It was advised that a requisition was to be sent by NDMC to the DSSSB to fill pending SC/ST vacancies in accordance with the direction of the Committee,” the panel said.
The Committee stated that it would like to be informed of the progress made in this regard and of the definitive measures taken by the NDMC to resolve the problem of the low representation of Scheduled Tribes among the various categories of positions.
In its responses to the measures taken, NDMC also mentioned the establishment of a separate and dedicated manpower recruitment cell to promptly process and monitor the filling of all vacancies, including those reserved for SC and ST.
“The Committee may be briefed on the details regarding the functioning of the cell and the progress made towards achieving the prescribed percentage of ST i.e. 7.5% in NDMC,” he added.
